Background of the study

The most valuable aspect of civilization is management, which serves as the organization's central nervous system. As observed by Omenazu (2016), the management and further development of the people inside a company is one of the most critical duties of any corporation. Without proper management, a company is nothing more than a chaotic collection of people and machinery. The human element is what ultimately holds a group together and drives its members to achieve their objectives. Activities associated with management, such as planning, organizing, and decision-making, remain dormant until the manager awakens the latent potential for motivation in the workforce and leads them in the direction of their objectives. According to Nsidibe (2016), personnel management is "that portion of human resources that co-ordinates, regulates, and directs other resources, such as materials, money, etc. to accomplish the intended objectives." Personnel management is "that part of human resources" There are two ramifications to this definition.

To begin, the management of actions that are geared at improving the efficiency of the use of human resources falls within the purview of personnel managers. Godwin (2017) provides a definition of personnel management as the guiding, coordinating, and managing of all the responsibilities for supply of essential human resources and maximizing their performance. This definition can be found in the article on "Personnel Management." "the arranging and training of people at work with the purpose of getting each employee to make the best possible contribution to the success of the business and to be satisfied in his employment," is how Nsidibe (2016) defines personnel management. Because industries and organizations are only focused on making a profit, effective staff management is an absolute need for any and all collective businesses. It is the obligation of the employer to create working conditions that are agreeable to the employees and appealing to them in order to achieve the highest possible level of productivity.

The sole accountability for this aspect of the working environment rests squarely on the shoulders of the personnel manager, who acts as a liaison between the company and its workforce. There are instances when an organization has poor short-term performance due of unfavorable external circumstances that are beyond the control of management. Because of all of these flaws in people management, the researcher was compelled to investigate the issues surrounding personnel management by focusing on a selection of commercial firms located within the Aguata Local Government Area.
